Phyllis Carter named SF State Vice President for Administration & Finance and CFO
SAN FRANCISCO -- (April 4, 2018) -- Phyllis Carter has been named vice president for Administration & Finance and chief financial officer at San Francisco State University effective June 1. Carter previously served as chief business officer/director of business and administrative services at Laney College in Oakland and as chief financial and administrative officer at Mathematical Sciences Research Institute (MSRI) in Berkeley.
“Phyllis is a seasoned chief financial officer who brings diverse educational and business experience to our campus,” said SF State President Leslie E. Wong. “Her experience fully aligns with our student-centered mission. She is passionate about honoring cultural differences, encouraging intellectual and personal development, promoting equity and inspiring students to lead, create, and innovate.”
In her new role at SF State, Carter will provide strategic and operational direction for the university’s business affairs, including the oversight of approximately 500 employees in eight units: Audit & Advisory Services, Budget Administration & Operations, Business Operations, Fiscal Affairs, Housing, Dining & Conference Services, Human Resources, Facilities Services and Information Technology Services. The University’s budget is approximately $560 million.
Carter was an adjunct accounting faculty member at Merritt College from 2003 to 2004 and has served as a board member of the Diablo Valley College (DVC) Foundation since 2017.
Carter earned a master of business administration (MBA) degree from Washington University’s Olin Business School and an advanced certificate in International Affairs from Washington University. She earned a bachelor of science in accountancy from the University of Missouri. Her CPA was awarded by the Kansas Board of Accountancy. She is a fellow of the Executive Leadership Academy at the Center for Studies in Higher Education on the University of California, Berkeley campus. Her professional affiliations include American Institute of Certified Public Accountants, National Association of College and University Business Officers, Association of California Community College Administrators, Association of Chief Business Officials and Financial Executive Networking Group.
